Don’t Let a Piece of Paper Delay Your Teen’s Driver’s License

One of the most common issues we see involves the DL-123 form—and more specifically, the fact that North Carolina DMV offices require it to be printed. Digital copies on a phone are not accepted.

What Is a DL-123 Form?

A DL-123 is a certificate issued by your North Carolina insurance company that verifies the applicant has the required liability insurance coverage needed to obtain a North Carolina driver’s license.

This form is commonly required for:

  • Teen drivers obtaining a Limited Provisional License
  • Adults getting their first North Carolina driver’s license
  • Individuals transferring an out-of-state license when proof of North Carolina insurance is needed
  • Certain license reinstatement situations

The DL-123 form is only valid for 30 days from the date it is issued, so timing is important.

Printed Means Printed

Many parents assume they can simply show the DL-123 PDF on their smartphone at the DMV. Unfortunately, that is not the case.

According to the North Carolina DMV:

“Proof of insurance documents must be scanned into the NCDMV system. Therefore, customers should bring printed information as digital insurance information is not accepted.”

In other words:

❌ Screenshot of the DL-123
❌ PDF opened on a tablet

✅ Printed paper copy of the DL-123 form

Failing to bring a printed copy could mean rescheduling your appointment and making another trip to the DMV.

Tips for a Smooth DMV Visit

To avoid unnecessary stress, we recommend the following:

1. Contact Your Insurance Agent Early

Request the DL-123 form a few days before the DMV appointment.

2. Print the Form

Even if your agent emails you the document, make sure you print it before heading to the DMV.

3. Check the Date

Remember that DL-123 forms expire after 30 days. If your appointment is delayed, you may need an updated form.

4. Review the Information

Ensure the driver’s name is spelled correctly and matches the identification being presented to the DMV.
